Indian Government Allows Medical Visa Applications From All Countries

The Government of India, Ministry of home affairs (foreigners division) has issued an Office Memorandum on 21 October 2020 stating “all foreign nationals intending to visit India for any purpose (including their dependents on the appropriate category of dependent visa) are permitted to enter India.”

Due to COVID-19 pandemic, visa and travel restrictions were applied by the Government of India vide its memorandum dated 12 March 2020. The Ministry of Home Affairs suspended all visas including visa-free travel facilities except those issued to diplomatic, official, international organizations, employment, and project visas.

On 21 October 2020, the Government of India made a graded relaxation in visa and travel restrictions for more categories of foreign and Indian nationals, who wish to enter India, amid the coronavirus disease (COVID-19) outbreak.

According to the statement, the government has decided to restore with immediate effect all existing visas, except those that belong to electronic, tourist, and medical visas. Foreign nationals, who intend to visit India for medical treatment, are now allowed to apply for a fresh medical visa, including their medical attendants.

“If the validity of any existing visa has expired, fresh visas of appropriate categories can be obtained from Indian missions/posts concerned.”  

It has been decided to permit all Overseas Citizens of India (OCIs) and persons of Indian origin (PIO) cardholders and all other foreign nationals planning to visit the country for any purpose, except on tourist visa, are permitted to enter India by water routes or by flights including those under the Vande Bharat Mission or ‘Air Bubble’ scheme or by any non-scheduled commercial flights. 

It’s a huge sigh of relief for the severely affected Medical Tourism Industry in India. Medical tourism was on a complete halt for the last 8 months amidst the coronavirus outbreak. Earlier this month, the Indian government allowed the travel of urgent medical cases on special flights operated by Indian airlines under the “Vande Bharat” mission. Post that, the Indian government further relaxed the travel restriction by giving special permits to medical cases on international flights which falls under the bilateral “Air Bubble Scheme”. Right now, the Indian government has an active Bubble arrangement with more than 18 countries including Bangladesh, Iraq, Afghanistan, Kenya, Nigeria, and Oman.


Opening of all categories of Visas for foreigners traveling to India will give a much-needed push for the Tourism and Aviation industries. Hopefully, the medical tourism sector will also return to its normal soon.
